And my answer was given above, it is the British government which has the right to set immigration policies for outside the EU citizens. Furthermore, it could easily have cut off attracting low skilled migrants from the EU by upping minimum wage and also changing the NHS and welfare system to only apply to UK citizens and residents having lived in the UK for 5yrs and people working full time.

It was concerning at the time because they were letting in millions of Muslims into Europe after there had been terror attacks inside Britain proper. There was also the situation in Calai with migrants trying to force entry into the UK. Then there was the fear that the J left in Europe would grant all of these muslims EU citizenship and they would flood into the UK looking for benefits creating more Birminghams.
The cynical nature of British politcians continuing to flood their country with commonwealth migrants also contributed to this but that was not the main issue at the time. So why fail to give the British what they needed to stay in the EU? Why fight this kind of battle now that they are leaving when it would have cost less to keep them in?
