For the last several decades the US and it’s allies have been investing in ever better defensive measures to protect things like huge carrier groups.
Part of the reason Russia is getting so uppity is because the US putting super advanced anti ICBM sites all around the eastern borders of NATO, which Russia sees as an attempt to neutralise it as a credible nuclear threat and end the MAD doctrine.
This is why Russia developed hypersonic ICBMs. It’s why they developed and continue to develop ever better missiles, from anti aircraft to anti ship.

Investing in defensive countermeasures to protect your massive multi billion dollar floating piece of territory which is carrying even more billions in war planes and other hardware is obviously a smart move, but there is one glaring issue.
Your defenses must work 100% of the time. Every single threat must be eliminated without fail.

On the other hand, your enemy who invests in cheap, expendable, spammable offensive measures only needs it to get lucky once.

When a soldier takes land it's +1 resources for them -1 for the opponent.
When you damage something with explosives it's just a -1 you don't gain anything, you only take it away.
Yes you get nice specials like a speed stat or evasion stat, but that's nice to build in not build around.
