The rural immigrants thing is just a way for Kenney to remain publicly pro-immigration (because otherwise you get crucified in the media) but completely against it in practical terms. Rural Albertans don't like foreigners as a rule, and foreigners will not come if the option is to stay in a hick town where everyone hates them. It's a political tactic, not an actual policy.
