I think that would have to be looked at similar to whatever secret weapons the military has. Why don't they use them more obviously? Because then others would have a better idea of what our capabilities might be. If you remember that Christmas when the US gave Russia targets in Syria to remove, you'll remember that Russia was happy to use up a bunch of old equipment, but stopped short of revealing much about their newer stuff.
