Agenda 2030 was announced in 2015, and is part of Agenda 21 which was created of 1993. So officially they've been slowly boiling the frog for at least 26 years now, but in reality it's been going on since 1960s.
They've been slowly working on it for almost 60 years now and there's plenty of evidence hinting at them thinking that they've already won. Which very much could be the case, it's probable that the point when this could've been changed/prevented was literally decades ago. But don't worry, as all other such genius plans this one as well will go to shit, it's just a matter of time.
