Any other Asian country would be strange, but literally North Korea is understandable. Dogs as pets are probably very rare there since they don't have enough spare food to feed them.

He once told me a story about how him and his friends had beef with this group of Mongolians, and they'd nearly gotten in fights a few times. He told them to fuck off and they carried on with their walk.
A few days later, the dog goes missing. He heard from friends of friends of friends that the Mongolians might have followed through on their threat. A friend of his had a contact in the local police force, so after some appropriate bribes were paid the cops raided the Mongolians apartment. They found meat in the fridge, which they took away for testing. Lo and behold, the tests confirmed it was dog.
My mate and his friends were then allowed to go beat the shit out of the Mongolians while the cops watched. The cops then arrested them and some of them ended up being deported.

If they're "unemployed" they might be doing something under the table, again because the NK government keeps strict tabs on its citizens in foreign countries (usually followed by agents), and Russia and China have agreements to turn over any and all captured escapees.
