As rockets climb the atmosphere gets thinner and the exhaust gasses expand to be much wider. The gasses are pretty thin and normally not very visible, but if the launch occurs at a certain time of day the exhaust gasses are backlit by the sun while the viewer on the ground is in shadow, making for a beautiful display.
The really big puff that happens about midway is the upper stage igniting and the booster flipping around and burning to go back to the pad.

The little puffs trailing the upper stage are coming from the payload fairings.
Traditionally the fairings are just left to fall back to Earth uncontrolled, but they cost a lot of money so SpaceX has equipped them with thrusters and parachutes to try and recover them.
