But I'll play devils advocate. the individual actors calling for war and escalation do not do so due to a genuine desire to further their national interest. They use the national interest to bully others to go along with the war, then they form alliances/reasons(UN) based on those semi hidden motivations. It's a 3 layered incentive structure.
