Send peacekeeping forces (read: trained and well-equipped US military units) on a search and destroy mission to get rid of all of the cartels. Every last member. Right now, they control the streets in many regions, and the politicians in many more. Once the cartels are gone, it's just a matter of setting up the infrastructure for greater transparency into the private interests of politicians. Many won't do this on their own, but with their symbiotic goons burning away into just traces of carbon in a mass cartel grave pit, and encouraging some of the more patriotic citizens to push corrupt politicians out by force (read: arming the citizen transparency groups), Mexico's fate will start being chosen by the people for the people.
