Only partly true; in a personal combat you should drop the shield, or sling it over your shoulder and adopt a two-handed spear grip. It vastly increases the power of your strikes, and gives you more viable angles to strike from. If you don't believe me, try fighting a duel with mock weapons, the results will speak for themselves.

Also forgot to add that swords are heavily overrated both for practical use and for cultural idea. Old Indo-European myth was all about spear and bow, and as of more modern times, you're much better off with axe or mace if enemy has at least some armor.
