The law is planning to require you to submit a certified copy of your passport and residency papers. The social media websites are then supposed to check by ip-address if you are in Austria... only if you submitted your certified proof of identity will you be able to post anything from Austria anywhere.
Non-compliance means jail or bankruptcy wrecking fines.
