Why now? They waited until the "Russia investigation" was over so they could drag this stooge out and have him eventually tell the US the leaks came from Russia, not Seth Rich. Also, the clones don't look so convincing when they are "fresh", a couple years of aging and a beard hide any physical discrepancies nicely.
Remember that the most effective lying technique isn't to directly make a false statement, it is to show or say something that once accepted as real, necessarily makes some other tangential premise also true. As in, this Julian clone coming out and saying Russia was behind the leaks isn't the big lie they are trying to sell. People will bicker about whether the leaks really came from Russia or Seth Rich, but nobody will discuss whether this is the real Julian at all. And it isn't. He was killed because he had more information and was going to release, much more damaging information, and they had to kill him to commandeer it and make sure that didn't happen.
