Yes, very poor. They do not have many natural resources. There have been attempts to promote eco-tourism, but because of their culture of "Island Time" (maybe they show up 20 minutes late, maybe they show up 2 hours late) many tourists don't make a return trip. They refuse to change, and then get mad that tourists don't come back to spend more money. Haiti is probably the worst.
