the cited article refers to global spending on the eradication of smallpox a disease that killed more people than all the wars put together, saving an estimate of 60 million lives and 120 million premature deaths since the 70s when the last known case of smallpox related death was recorded. it's money that developed countries spent on fighting a disease in their own backyard (just google all the outbreaks of smallpox in Europe during XXth century, Germany, Wales, France, Spain, Yugoslavia, Russia, etc.)

the number is 2.6 trillion which equals to 4.7 trillion in today's money. it came from dozens of developed countries implementing measures to fight one of the most dangerous diseases known to man over a period of several decades. 2.6 trillion over 20 years = 130B a year, split between several big developed countries and bunch of mid sized and small countries it came down to an annual expenditure of maybe 20 billion dollars a year to save a few million lives in your own country.
