In all fairness to Trump his initial hire for DOJ was a guy who stood on stage chanting "LOCK HER UP" to warm up the crowd for him at rallies and his initial hire for DHS was a Marine general. In a sane world those would have been excellent picks. Jeffypoo recusing on Russia and refusing to do what Barr has already done on immigration was a massive surprise, and Trump said several times at rallies he'd never have picked Sessions if he knew he was going to recuse. Kelly did a decent job at DHS and as CoS at first, but he overreached too far and got canned for it. It's a common failure mode for generals. Nielsen was Kelly's handpicked replacement for DHS and thus Trump gave her the benefit of the doubt for a while.
