That's actually an aquarium at the marina and the glass triangular tops are artificial rain forest ecosystems for birds and other tropical animals which need plenty of sunlight. Also I think that abysmal looking concrete is holding up water tanks. It's pretty much an efficient design for what they were trying to accomplish despite looking really dumb.
