College should be "free" based on market value of degree in projection of 4 years.

Example: computer science/engineering should be free right now while fine arts should be full price

The US needs to shift away from the University system as we know it. You should be able to get the knowledge you need for your profession outside of a university setting. I literally bought a guitar and learned how to play it using jewtube videos, so why couldn't you sign up for a CS certificate where some renowned programmer uploads lectures and assignments to a site and you work through it at your own pace. You might pay a few grand for it, but instead of taking 4 years to get a bloated degree, you could knock it out at your pace.
There should be a greater focus on apprenticeships and trades as well.

Thats not true actually. You have to pay for books and materials and your living for yourself. Most schools just dont have a tuition here because they're government owned institutions, so students here end up in debt of 1500-5000 euros when they graduate. Not 18,000-40,000. Private academies do have tuitions but because they compete with tuition-free schools, they have to keep them relatively low.
