If it's something as simple as "I don't like him because he's black" then yeah, that's disgusting. At the same time however I think that in-group preference is justified to an extent here because simply put, groups comprised of people from similar ethnic or cultural backgrounds work together in a much more cohesive and efficient manner than those comprised of people from different backgrounds.
There is more cohesion when you have an ethnically or culturally unified group because there is more linking those people together. Whereas if a group is comprised of people from all-sorts of different backgrounds, then you have a lot more potential for friction and less potential for cohesion because there is more that divides these people than unifies them.
So on those grounds I would say it would be more than justified for an all white board to choose to employ more white people, or an all black board to employ more black people. Because any group, or any board, or any business wants to make sure that all of its operations on all levels meet their potential and are as streamlined as possible.
In an ideal world this wouldn't matter, but we don't live in an ideal world and most individuals can't handle being around people who have different perspectives than them, and that applies to everyone from all backgrounds. The only way we can ever get past this is if everybody thinks in exactly the same way, or if somehow everyone gives up their individual backgrounds, heritages and cultures and takes on board some new, universal culture instead, which could potentially happen in a few generations with rigid consumerism and pop culture being pretty much a new religion.
