As it stands now - electoral college votes, distributions of elected officials, and federal funding are all based on total residents in a state and does not take into consideration whether those residents are citizens or even here legally. That needs to change.

Welp, I was wrong. Most states do count non-citizens for the purpose of apportionment at the federal and state levels. That great disaster the 14th Amendment demands this form of counting for federal representation, but the right of states to count otherwise has not been decisively ruled on by SCOTUS.

Though immigration certainly was something that was happening during the writing of the Constitution, they couldn't imagine that one day the nation would be ruled by those who opened the doors and welcomed in huge numbers of migrants from incompatible cultures.
