It's no investigator's job to exonerate targets. You find evidence of a crime. You find evidence that the target committed the crime. The bar you have jump over is very low. You need credible, verifiable evidence of both of the above. If you can't do that, you don't indict because you've got jack squat.
It's not an investigator's job to find proof that the crime occurred. That's the prosecutor's job. Normally those two jobs are done by two separate people/agencies. Often, investigators recommend prosecution because they've found some evidence, but the prosecutor declines to prosecute because they think the trial will be a waste of time. That's how low of a bar that Mueller tried and failed for two years to jump over.
The whole thing is embarrassing for the US. It reads like a fairy tell using phraseology like "widely reported" as the apparent basis for claims throughout. Imagine reading this as a Chinese or Russian intelligence agency.
