The workers may have gone for the day but the place was not empty they have some Religious and Lay staff and things to do on the days they are closed. And some may live there. It is reported that some staff guided firefighters though the building and others started carrying things outside
It looks more like some one in dark religious robes and a white scapula and either wearing a nuns wimple or a clergy's white coif

I'm inclined to lean towards it being Macron and the EU. Brexit and the risk of other nations withdrawing from the EU is a threat to the EU.
The Notre Dame fire gives the EU an opportunity to pour resources into Notre Dame's restoration and take credit for the accomplishment. They can then claim that the magnificent repairs were only possible thanks to the help of the EU and that France wouldn't have been able to so quickly complete the repairs on her own. They'll also be able to focus the media spotlight on select Muslims who help with the restoration effort. So for the low cost of one arson, one cover up, and one restoration, they'll be able to boost public opinion of the EU and simultaneously improve public opinion of the Muslim invaders.
Of course that's just speculation, but I would not be surprised in the slightest if this fire ends up being the best thing that ever happened to Macron.
