So, the Netherlands, France, Great Britain and the United States all still hold islands in the Caribbean sea. These islands are mostly filled by descendants of African slaves, Afro-Caribbeans. As of right now, most of these islands have a degree of autonomy and independence, but still get support from their former Colonial overlords.
What if we proposed to these Caribbean islands a state of complete independence from us. A Caribbean Confederation. It would include all of the islands except perhaps Cuba, it would be completely independent AND it would be a largely black country. We could then offer monetary incentives for blacks living in Europe and the USA to move there.
