Deification of leaders was largely uncommon in European history, the Athenians and Spartans didn't deify their rulers, and neither did the Roman Republic (although the city itself was founded by Mars), some tribes claimed descent from various gods as did some specific warlords, but it was hardly required by any means.

More specifically a country/people should have a patron god, even if their wider panetheon is worshiped by others their specific god is given particular attention in their homeland, Mars for Rome, Athena for Athens, Seaxnot for the Saxons, Yahweh for the Israelites, so on and so forth.
