Its called a citizen's arrest. Literally anyone can legally detain anyone caught in the commission of a crime until police arrive. Crossing the border illegally is a crime.

In most states, the law allows for private citizens to do a "citizens arrest" and/or use force against someone who has commited a felony or misdemenor that ammounts to a breach of peace.
