The CIArtels are very generous, particularly to corrupt Mexican officials and there's no shortage of those. A lot of wealth is pouring into Mexico and enough is being reinvested in legimate enterprises there to keep everyone quiet and complacent. Meanwhile, the cartels are creating jobs for the poor, a lot of which involve killing other poor Mexicans, and giving safe passage to even more poor Mexicans who are looking for opportunity in the US.

The wall would make very little difference to everyone's bottom line. It won't stop the industrial scale operations of the cartels, just the poor Mexicans who can't or won't pay them for safe passage. They want their cut wherever they can get it, but getting rid of poor rural Mexicans is a win for them either way.

Most aren't inspected at the border. We simply couldn't process every vehicle at every point of entry that thoroughly without severely reducing the traffic coming in. That reduces cover for traffickers. Regardless, plenty of Border Patrol agents are bought and paid for.
All the way up, on every rung of the ladder. There are estimates that sone 60% of Mexican officials are paid for. You can't even fight it from the inside.

There's not a lot of enforcement actually going on, especially by local governance. They're more easily bought than the federales, they're cheaper, easier to scare, and easier to replace with a friendly.
The federales act as controlled opposition as much as they do in actual opposition. Even when they are acting against cartel interests, they have to fight within themselves to get anything done. There's always the chance that your Intel is compromised by the time you can act, that it was bad to begin with, or worse, that it's a setup.
Northern Mexico in particular. But how can you blame them? The pay is insanely better, you and your family will safe(r) from the cartels if you cooperate, and you don't have to do much since they already police your town for you. That kind of job security is hard to come by down there.
Even if you are caught, most everybody goes about their business for the right price. The legal extortion racket is part and parcel.
It very much is our problem. If we know it's happening and we continue arming them anyway, then we're complacent to contributing to terrorist organizations operating at our backdoor and within our own borders.
