Just working for the sake of working without knowing that your work is being meaningful in some way or another will result in unhappiness (meaningful labor is what brings men the most happiness according to several stats, google it.) Opening up basic military training for NEETs over a certain age who aren't too far gone physically/mentally. I figure you wouldn't have to pay them since they aren't actually signing a contract, and all the overhead and paperwork can be minimized because of that. That's the point. The NEETs don't sign a contract to enlist, they just go through military basic training, or a derivative of it. My thought process is that it's leveraging state resources and existing infrastructure to get NEETs with potential back into the society game.
