It's a FEDERALLY COMPLIANT DL/ID CARD. What that means is that anything FEDERALLY MANDATED that requires identification must be backed up by a FEDERALLY COMPLIANT identification.
That means regular STATE DL/ID's will no longer be useful by 2020 for any FEDERAL REASON. This includes going into Federal courts, federal prisons, military bases and getting passed federal check points like TSA at an airport and even federal background checks for buying guns.
If you do not get it then you must use another federally compliant identification like a US Passport, Military ID, Federal Employment ID, or if you are a LEGAL IMMIGRANT your Permanent Resident Card, Employee Authorization Card, or Certificate of Citizenship/Naturalization.
