If you mean by 'Romans' the indigenous people of Rome and Italy? Then yes they were white with typical white features (blond hair, blue eyes and white skin). But if you however mean by 'Romans' the 'Roman' identity then the answer is NO not always. Romans were from different ethnicities, you had German romans, Iberian Romans, Italian Romans, Greece Romans, Berber Romans, Libyan Romans, Middle Eastern Romans (Libanon, Syria, Egypt). The people who integrated in the Roman empire from Berber or Middle Eastern heritage were not 'White', they were shitskins and they did not had an European phenotype. Some of these non-whites also managed to become emperors of Rome.
