This has happened to me twice

First time was on a motorcycle and I had to be helicoptered out and learn to walk again. 80k in medical bills, insurance covered it after I sued them.
Second time was in my wife's (gf at the time) car and some beaner bumped me, like the video, the cops (which never showed ,so I called and talked to a supervisor) they said that they would not send anyone out for a report because hit and runs are just part of living in Houston, and I should just call my insurance company like everyone else.
