Can a senator not become PM? Theoretically, if Anning's party won the majority of lower seats and formed government, would the party have to appoint someone else as PM besides Anning?

With a preferential voting system, at some point on your ballot you'll put either Labor or Liberal above the other. This preserves the two-party system and kills any chance of a legitimate outsider party gaining power.
It's worse with the upper house because your votes get shuffled around based on the party's preferences, and this almost always leads to the approved (((third parties))) getting their guy into power, despite having 1% or less of the first round votes.
There's 10 years left of a livable Australia, at most.

A 2 party system is something like what America has, Republican or Democrat. If Australia was a 2 party system, there wouldn't be any One Nation, or Green's or any other party. 2 party systems have a "Winner takes all" system, which Australia does not have, as we can have hung parliaments, and minority governments where our minor parties can hold the power.
