By requiring that people offer a certain number of references (cutting people out who don't have a preexisting connection to society, it's astonishing that this is even legal), have an inflated set of certificates or a degree that isn't even necessary, or work an obscene number of hours under ridiculous conditions just to get a job, you cut out a very large number of downtrodden people who would otherwise be champing at the bit for these opportunities.
This is all deliberate. By putting obstacle after obstacle in front of anyone wanting a second chance, you can get them to not even try in the first place. Then you can use the manufactured "shortage" to justify bringing in unskilled foreigners who will do absolutely anything to stay in Australia.
