The problem isn't just Google, it's also those corporate sites who manipulate words and Google indexes that. Those ads sites are pure evil. So it's not necessary for Google to do all the dirty work, they just index sites they know manipulate words, so you get black couples when you enter white couple. So manipulation of results and filtering are not quite the same. Youtube also manipulates, they put on top what they want, but it might still be there on page 120.

Now, let's say you reverse image search the picture of a woman, Google recognises it's a woman and just return picture results for "woman".
