My mother did the same test aswell and for her they were able to differentiate between the 60% scandinavian and 20% north-west european. So unless they fucked up my DNA sample I dont think thats the case

Your pic shows 94+% NW European. Do you rather mean "0% Dutch"?
If so, it might be because they divide ancestry into regions, instead of countries. Dutch might fall into a broader English/Scandinavian group as you see in your pic.
0.1% can be easily discarded. It's not manipulation, it's just statistical noise.

The way the DNA test works is it compares your DNA to DNA samples of ethnic populations. There isn't necessarily a 'Dutch' gene they're looking for. They probably don't have a good sample of specifically ethnic Dutch so you're DNA is basically being counted as 43% similar to English which they have samples. English is still a somewhat similar ethnic group to Dutch in that they're both heavily Germanic.
