I think the “learned” refers to that the persons attending the seminar. The protocols are essentially lecture notes from a meeting that may be closer to a college course or a military seminar (as far as what officers do when they go to meetings for planning). Like, reviewing tactics and getting a grasp on plans and new developments. So these people were probably “learned” in that they were participants in a higher course of information dissemination and planning. It’s not even guaranteed that the attendants were at the top of anything, they could be pawns in their own right, set to do the bidding of higher powers (assuming the documents authenticity).

I’ve heard it called both. Usually without the learned in conversation, but when written about, usually when introduced, I see the learned part. But I think it’s just one of those things regarding old book titles being relatively long and having shortened versions used in later prints.
