The census form requires your place of residence to be verified and counted. If you put you're not a citizen on the census you will also be handing your residence over to the government. If you just put down a fake residence your form will be disregarded, even if they claim that they're a citizen. A brief database check will determine if they are or are not.

They're quite fucked in many regards. Either way they're losing. The only thing they can do is not to answer the census at all, which is a net loss for the Democrats.
