There is Section 8, which encourages property owners that don't give a fuck about their trashy, poorly maintained investment property to get rented out to guaranteed tenants. As property values drop from crime and sane taxpayers moving out, the scumbag landlords buy up houses for less and less.

Yep. There's a small town of a few thousand about 50 miles from here, where the main employer is a slaughterhouse. It used to be a place a lot of whites could work and raise families on one income.
