Shifting towards construction was Aznar's idea (Ley del Suelo 1998). By the time the Great Recession came (2007) around half of the Spanish economy was either the construction sector or related. The bubble exploded, a lot of construction companies closed (mostly small or middle-sized), and a lot of builders with no studies (because they left their studies to work in construction) became unemployed with little to no chance of finding another job. Specially in the South of Spain and in the Mediterranean.
