No because the main reason The Troubles didn't devolve into a full-blown civil war was that Northern Ireland is small geographically and population-wise, and is relatively isolated from the rest of the world. There was only so many IRA and UVA fighters that could be recruited and only so much territory for them to hide in.
The United States is the exact opposite. It's huge, diverse, and has a lot of people to recruit from.

Some sectarian violence followed by dissatisfied rural areas being soothed with lots of free socialist shit and then a large influx of foreigners arrive to conveniently break up any solidarity within the population. Lastly comes the knife bins and cops knocking on your door at 6am for saying mean things on the internet. If a single party system took over then US citizens might have enough guns to back up an essentially endless guerilla copycat campaign though and all it would take was the backing of a party to give them legitimacy. The toughest scenario is the low intensity one where infrastructure attacks and asymmetrical warfare occur and it drags out..spreading out the government forces, making control difficult. The government would have to defeat the enemy but retain control, much harder than just killing people and blowing stuff up. Every time the government would try to establish checkpoints, they'd be surrounded or ambushed. Just too much weapons and ammo and technical abilities in the US population.Its far greater in scale than every been attempted and they know it.
Well something to consider is that it's a double edge to sword to keep it up or destroy it. It should be noted that it would be other factions facing eachother and the government trying to clean it all up. So insurgents could shut off the internet but it would also cut off communication for the insurgents of various factions. The government too could be isolated from it's populations since more and more people don't have cable. If the internet goes out, you can bet your ass the power will probably go out too.
The biggest thing for the US though is not that the internet would cause the collapse of the US economy, hell a good chunk of the nation just stopped paying taxes and are causing the US to drain much more money in resource to try and take it back. Not only this but also may military bases across the country could be in a sticky situation where either the soldiers would feel like joining the local faction and just give their support and go AWOL or the groups would surround a base and siege it till they have to surrender. So the US wouldn't just be losing a good chunk of it's industrial base but also quite a bit of military equipment too. The US economy would already be fucked, the Internet going down is just adding insult to injury.

I originally posted this on Jow Forums but imagine how easy it could be for a large enough army to turn Manhattan into another Leningrad. All you need to do is blow up the handful of tunnels and bridges connecting it to the mainland, destroy the municipal services (shell sewer lines with the intent of bursting them open, bomb power stations to cause mass power outages etc.) and put enough soldiers on the banks of the river to shoot up anyone who tries to sail or swim across and you've got an island of over a million people who will run out of food in a matter of days and will have their shit piling up at the same.
