P.S. It's my sister's hair and they got really frizzy after she got them curled up a few days ago. Her hair is naturally straight, but dense at the same time.

Mine is slightly darker and I was once told a rule of thumb: if your hair is lighter than your shit, you're blonde. So by this definition I'm blonde even though my hair is "brown" according to literally anyone except people with black hair, who may say I'm blonde even though no one ever has but that's what I've been told by other blondes can happen.
