If you read up on the allience made just before the war between England and Poland like I said, you will think otherwise. Look into how the poles felt about the negotiations and their focus. Or even give this a read - the finacial war between axis and the allies backed by international trade began years before the invasion of Poland.

About the austrian declaration of war on serbia: Austria sent an ultimatum with 10. points. Serbia agrees with nine of them, the only one rejected was that the austrian police was allowed to arrest two of their citizens. Germany issues a blank check, which means they will support Austria in anything they do. This was to try to get Austria to declare war early before the other powers took a side.
