That's not true, from the top of my head I know that long hair on men was worn by the Mycenean Greeks, the ancient Hebrews, the Celts, the Germanic tribes, the Indo-Aryan people, Native Americans and the ancient Chinese/Japanese.
Short hair is a very modern fashion and started to become common only after the French revolution occurred and long hair became associated with the degenerated nobility, thus causing the new elite bourgeois to cut their hair short.
