In western PA I saw this flying thing that had a long tail with a triangle on the end. The wings looked like a bats wings but it was dark red.

For the "goblin" types, I would suspect these are likely greys that slightly alter their appearance (e.g. pointy ears) to make those who report their encounter sound batshit crazy

I used to live in Louisville growing up. Pope Lick Creek was the place I'd go and catch frogs and crawdad's and whatnot.
I remember being about 12 or 13 down there one evening when the sun was going down during summer break with a few friends of mine.
We'd got separated looking for turtles, but we knew the area pretty well having been down there plenty of times. I hollered out for my friend, and got no answer for a minute or so, and as I turned around to go back the way I had came, I heard my "friend" holler back at me, from up on the train tracks. But he had ventured off in the opposite direction of me, away from the train tracks, so I was a bit confused as to how he got up there. I started walking closer to the trestle looking for a place to climb up myself, when my friend came down the creek with a bucket with a turtle in it.
He asked why I was climbing up on the tracks (as neither of us had ever been up there before) and I played it off as I was just curious to see the view.
It was pretty dark by then, so we headed home.
I definitely heard somebody on those tracks answer me though, but never did see any figure up there on them.
