The difference comes from the fact that deaths in stalin era gulags were just not reported. For example the peak achivment of soviet gulag system was the building of the east baltic canal. After it was done around 11k people were let out, when let out means they were resettled to syberia. The mortality rates given by the soviet goverment were put at 7% to 11%, depending on the year and seson. The thing is, somehow they also reported 12k people deaths durning the whole building effort, asking for replacment. What is even stranger is the fact that, they were sent over 80k people. If 12k died, 11k were resettled, then where are the rest of the people, because post opening of the canal, there were no gulag build anywhere near and the few military instanlations did not suddenly get an increase population. Civilian population in the rural areas near of the canal did not exist, as they were resettled or made to work on the canal.

Plus there is other fun stuff. Like cases of "suicide" or death caused by self harm were not counted as deaths. Deaths durning transported which happened often specialy durning the winter seson, just ment the bodies were dumped out of trains, and a "replacment" convinct was being "aquired" from near by settlments. In most extrem cases, some of the train guards or anyone but the main railroad engineer and the main NKWD dude.

Also if a population was dumped in to syberia and there were no facilities where they could live. And some or all of them died. Then the camp being considered as not established yet, did not count the people as a camp death.

And that is the avarge, aka 50% of people had to wait longer. Money had no worth, unless it was dollars, or golden rubels from tzar times.
