It's a meme that we used to have high tax rates on the rich. Nobody paid the official rate back in the day, there were massive loopholes in the system that allowed the rich and middle class a much lower effective tax rate than today. For example limited liability partnerships that openly operated at a loss on paper so the "partners" (really customers) could write off the losses against their capital gains were literally legal until the 1980s.
