Armed police, a force helicopter and ambulance crews dashed to Graiseley Street, Wolverhampton, at 8pm on Monday (6/5) after reports of gunfire.
The teenager was found bleeding on the ground with a gunshot wound to the head.
He was rushed to hospital where he remains in a serious condition.
West Midlands Police have arrested two boys, aged 15 and 17, on suspicion of attempted murder and a 20-year-old man on suspicion of assault.

Teen chased through streets and stabbed to death in violent Bank Holiday weekend of mayhem in London
The 18-year-old ran through a park behind Inner London Crown Court before he was stabbed by the hooded attacker near the Elephant and Castle in south London.
He was found with stab wounds in Tiverton Street around 9.30pm.
