Because it's an ugly flag the colors are in an unfortunate combination and there isn't even any design elements to compensate for it. I don't know why but it just feels wrong. Maybe because it kind of schematically resembles a huge artificial body of water like a dam or something like this which creates uncomfortable feeling in most humans subconciously. Even the hue of the colors on that flag is wrong and looks like industrial paint and not like something that people put their time and effort into to make it resemble something meaningful.
