Again, you miss my point. We would no longer slave everything to some ideal of economic efficiency. For example if people had to walk everywhere they would be much healthier and happier. That would reflect itself in lower instances of cardiovascular disease, depression, etc. The reduction in pollution would result in lower instances of cancer and reduced IQ in children.

Getting people to exercise in a roundabout manner has no guarantee or proof of success, so there's no reason to opt for that system instead of a direct incentive for beneficial behavior, such as tax cuts for people with healthy body types.

Tax cuts are different to tax increases for one thing.

But if they are forced to walk around they will eat less.
