EU army would mostly consist of foreigners. Finnish troops would be used to oppress Spaniards or Greek. In troops in Finland would be recruited from other parts of Europe. Non European immigrants would be most likely the people EU army would focus its recruitment efforts on. Whole point of EU army would be to disband defensive capability form European nations, by disbanding national armed forces.

Low quality of recruits is quite uniquely German problem. Rest of the Europe hasn't shit on its armed forces last 75 years. Only reason everything didn't to hell with Bundeswehr much earlier on is because of Cold War forcing the issue. They might get good recruits to special forces and air force, but

If EU army somehow goes through, its command language will be quite ironically English, even after Brexit and eternal French butthurt about English. English is only acceptable language outside of France and maybe Germany.

Austro-Hungarian army was a joke by WWI. It couldn't communicate between different units. Organizing anything was almost impossible. Whole lot of troops weren't loyal or motivated. As rule of thumb only Austrian and Hungarian units could be counted on, there were distinguished units from minorities, but those tended to be exceptions. Prior to WWI stuff happened at much slower tempo and there weren't shit like rail transportation to organize, so the multi-lingual nightmare wasn't an issue. WWI was the first major war that included real time communications with radios and telephones. US Civil War wasn't nowhere close to the WWI in scale or tempo, even if they had electric telegraphs and railroads.

I know Mercedes tried this back when they were Daimler-Chrysler. They have people who have been educated for two years before they even enter the factory floor. But even they failed at learning all the terms in English.

World has changed a lot since WWI, it has changed a lot in last three decades when it comes to media and language. English has become the global lingua franca.

Solution is simple. Teach all the terminology in English in first place. Most countries aren't even bothering to translate manuals for weapons systems for local language. Have personnel educated to master English on proper level and use English language manuals. For example Finnish Air Force never bothered to translate F-18's documentation.

Sweden had pretty huge military until 90's. Then they decided that national defense isn't the reason why they have armed forces. Peacekeeping missions and acting as marketing department for Saab, Bofors and BAE Systems were higher priorities for Swedish armed forces.
