It's not that people mature slower, but that they are intentionally kept in an artifical state of childhood for as long as possible.
If you want a society of mature, rational 'adults' then you completely remove the concept of age of consent as a legal premise, set adulthood to biological puberty, and tell 12 year olds to go out and get jobs so they can accumulate real world experience to help shape a realistic worldview instead of keeping them in big-kid-daycare until they are 18+
