Well. Incels existed from the beginning from life not just humanity but also animals. But it wasn't a problem in past, it started to be a problem in today society.

In animal kingdom inceldom was exclusive for specimen what we're really weak and were not able to be threat for rest of species and usually they die fast because these usually are not able not only to get laid but also to survive overall.

When it comes to humans. Inceldom can be a problem or not, it depends what type of society it is. In societies with strong monogamy (aka. Monogamy + ban on adultery and premarital sex if not forbidden is at least seen badly) like in past. Incels were not a problem because Inceldom was basically exclusive to really loser men like hobos or advanced junkies, but these groups usually have bigger problems than lack of partner(addiction, homelessness, hunger, trying to survive to tomorrow). If top man will already have wife then women are giving chance to second top, and then third and so on and so on. So at the end almost every nonshit man has chance to get partner.

But if society is Polygamous or just has "Sexual freedom" the inceldom becomes a problem in society because it not only increases amount of incels but also inceldom touches men that are not total losers in life, they even can be really successful but just don't look well, and these men usually don't have problem with survival so the problem of lack of partner kicks in their minds. And because of that some of them can lose mental stability and just kill people.
